1,000 candles on Russian city's birthday cake

KAZAN, Russia -- Streets are scrubbed. Buildings are painted. Amassive stage in front of the Qol Sharif mosque and beside the mightyVolga awaits thousands of spectators -- including President VladimirPutin -- and the attention of all the nation.

Deep in the Russian heartland, along the river that forms thecountry's historic backbone, the city of Kazan, capital of the mainlyMuslim region of Tatarstan, is celebrating its 1000th birthday.

The big festivities start today, and officials are holding nothingback. Further boosting Kazan's profile is Putin, who is expected toattend concerts and fireworks.

The events will highlight the region's primary ethnic group, theTatars, who trace their lineage back to the feared Mongol hordes thatraced across Russia in the 12th and 13th centuries.

Tatars tend to be moderate Muslims, and Tatarstan has had littleof the ethnic or religious strife that has plagued Russia's otherMuslim regions.

Cruelest `Sport' // How D.C. Punishes Honesty

Blood Sport The President and His Adversaries. By James B. Stewart. Simon &Schuster. $24.95.James B. Stewart says that two years ago he was approached by SusanThomases, the New York lawyer who enjoys an especially closerelationship to Bill and Hillary Clinton, about writing an insideaccount of the Whitewater affair that would have the Clintons' fulland unconditional cooperation. Stewart, author of Den of Thieves, the devastating best seller about inside trading on Wall Street, wastempted, but as matters began to sort themselves out the Clintons gotcold feet and the project never got under way.

Still, Stewart's curiosity was piqued. He went off on his own, with research assistance, and Blood Sport is the result. It willgive little comfort to many in official Washington, which Stewartaccurately calls a "culture so inured to partisan distortion and spinthat truth is the most frightening prospect of all." But those whoare interested in solving rather than perpetuating the Whitewatermystery will find much here to satisfy their curiosity, and much toinfuriate them. The details of Whitewater as recounted by Stewart are no lesstedious or trivial than they have been in other journalists' hands;this is not a reflection upon Stewart but the inevitable result ofpenny-ante material. Whitewater, as Stewart recounts it, is largelythe doing of Jim McDougal, the eccentric Arkansas real estateoperator and dabbler in politics who took young Bill Clinton underhis wing back in the 1970s. The 230-acre tract along the White Riverthat has caused so much trouble was just another of hisget-rich-quick schemes; it stands out from the others mainly becausehe persuaded the governor of Arkansas and his wife to go in aspartners. The story as it evolves after that is largely a comedy of errorsinvolving a cast of bumblers and buffoons, some of whom now occupyhigh national office; its one ghastly note is the suicide of VincentFoster, the Little Rock lawyer who came to Washington with theClintons and soon was broken, as he wrote shortly before his death,by "the spotlight of public life in Washington," where "ruiningpeople is considered sport."Apart from that, it is a seemingly endless tale of small-timevenality, carelessness, hypocrisy, conflicts of interest andimpropriety, little of it of interest to the law but all of it hugelyinflated by the refusal of both Clintons to try telling the truth. As best I can tell, the truth is what Stewart has gotten hishands on. The Clintons' real estate and commodities dealings inArkansas seem little more than the misadventures of financial naifswho thought they could make a quick killing and were insensitive tothe impropriety of doing so while in office. Legally there'sprobably enough to justify a few smart slaps on their wrists, butStewart's indictment of the Clintons - unlike their politicalenemies, he delivers it more in sorrow than in glee - is on broaderand deeper grounds. It is that not merely have the Clintons shied away from thetruth, they have tried to suppress it. In the process, they havemade the incident seem far larger than it ever was. Stewart quotes"a White House official" involved in the spin: "The first instinctfrom everybody from Arkansas is to lie."That's a sweeping statement. But if one restricts it to theArkansas political crowd with which the Clintons have hung out, manymembers of which they brought with them to Washington, its essentialtruth becomes harder to escape. It also points out that the cultureof lying is as healthy in Washington as it is in any provincialcapital where politics is ruled by the buddy system.Nothing in official Washington persuaded the Clintons toabandon the wary defensiveness they had developed over the years, andmuch in Washington encouraged them to let it calcify: not merely thekneejerk antipathy of Republicans and cave dwellers but the no lesskneejerk antipathy of the press, which has now been in assault modefor a quarter of a century. The evidence that the Clintons committed any serious legaloffenses, Stewart writes at the end, is slender, and charges thatVincent Foster was murdered are preposterous. But "the Clintons seized what seemed to be opportunities tomake easy money, even when that meant accepting favors or specialtreatment from people in business regulated by the state"; their"reckless" handling of their Whitewater investment apparently cameabout "because they expected others to take care of them by virtue oftheir power and prestige as the governor and his wife," and "thepattern of evasions, half-truths and misstatements that havecharacterized the Clintons' handling of the story" is inexplicable. It seems likely to remain so.In all of this only one person seems to have told Bill Clintonthat "the important thing was to do the right thing, without regardto immediate reactions," that he should look to the judgment ofhistory rather than that of his enemies and the press. The personwho offered that advice was Bernard Nussbaum, Clinton's White Housecounsel. Not merely did Clinton fail to listen, he eased Nussbaumout of office as Whitewater heated up and the circle closed ever moretightly. Nussbaum, it may be recalled, was laughed out of town.Jonathan Yardley is the Pulitzer Prize-winning literary criticof the Washington Post, where this review first appeared.

Sarah Palin's son weds high school sweetheart

ANCHORAGE, Alaska (AP) — Track Palin, the oldest child of former Alaska Gov. Sarah Palin, has married.

Palin, 22, recently married his high school sweetheart, 21-year-old Britta Hanson, People magazine reported Thursday.

"Yes, they did & we couldn't be any more blessed!" Sarah Palin tweeted Thursday afternoon.

The Palin family attorney, John Tiemessen in Fairbanks, confirmed the marriage in an email to The Associated Press but could provide no additional details.

The ceremony was held in scenic Hatcher Pass, a mountain pass through the Talkeetna Mountains not far from the Palin's home in Wasilla. The newlyweds plan a larger wedding celebration next winter at Alyeska Ski Resort south of Anchorage when family and friends from out of state can travel north.

Track Palin is an Army reservist. He spent a year deployed in Iraq with the Army. When his mother was the GOP vice presidential candidate in 2008, she spoke at her son's deployment ceremony in Fairbanks, one of the few trips back to Alaska while on the campaign trail that fall.

Track Palin enlisted in the Army on the sixth anniversary of the Sept. 11, 2001, terrorist attacks. After the commercial fishing season, he plans to take courses at the University of Alaska.

Hanson is a University of Alaska nursing student. She's the daughter of Rev. Duane and Elizabeth Hanson, People reported.

Humber pitches White Sox past Mariners 5-1

CHICAGO (AP) — Phil Humber tipped his cap to the crowd as he walked off the mound to a standing ovation Tuesday night.

It was a familiar feeling, but not one he had experienced in a long time.

Paul Konerko and Carlos Quentin homered, and Humber held Seattle's offense in check as the Chicago White Sox beat the Mariners and Felix Hernandez 5-1.

"The only thing that comes close to was my first start in the big leagues at Shea Stadium," the former New York Mets first-round pick said. "After the first inning, they stood up and got loud and everything. It's always nice to hear the fans behind you and I definitely appreciate their support."

Humber (5-3) matched his career high with 7 2-3 innings pitched, the third time he has done it this season. He allowed one run on five hits, struck out five and walked three. Humber lowered his ERA to 2.87 and has won his last three decisions. He hasn't lost since April 30 and has gone at least seven innings in eight of his last nine starts.

"The White Sox gave him an opportunity to get a shot to make the ballclub and he did it," White Sox manager Ozzie Guillen said. "I'm very happy about this kid. It's a very nice surprise for the White Sox."

Humber credits his newfound success to the ability to throw more than just his curveball for strikes.

"I've always had a good breaking ball, but in years past I've had to lean on it too much. So now I have three other pitches that I can throw at any time in the count," Humber said. "I came into this year and I wanted to pitch like I didn't have anything to lose. So far, I've been able to maintain that attitude, that aggressive attitude to attack the strike zone."

The White Sox have won a club-record 10 straight home games against Seattle, and 14 of their last 15.

Konerko blasted the first pitch he saw from Hernandez 383 feet over the left-field bullpen to give Chicago a 1-0 lead in the second inning. It was his 14th of the year and second in as many days since missing a pair of games due to minor wrist surgery.

"It's probably going to be until the weekend before I don't feel anything," Konerko said. "But it definitely doesn't stop me at the plate."

Konerko has homered in four of his last six games and has driven in a run in eight straight. The home run also marked Konerko's 1,000th career run scored. He has nine homers in his last 16 games against Seattle.

Hernandez (6-5) gave up five runs on eight hits in 6 2-3 innings, including four runs in the third.

Gordon Beckham led off the inning with a walk and advanced to third on Brent Morel's single. He was cut down at the plate on Juan Pierre's grounder to first, but 44-year-old Omar Vizquel ripped a two-RBI triple into the right-field corner.

"We signed Omar right away for a reason," Guillen said. "Since last year, we know what he can bring to the ballclub. We know how he prepares for games."

Quentin followed with his 15th homer of the year, a 334-foot shot off the bottom of the left-field foul pole. Quentin also hit a solo shot off of Hernandez in a 3-2 loss at Seattle on May 6.

It was Hernandez's shortest outing since May 11 at Baltimore and his first loss since May 17 against Minnesota. He hadn't been charged with more than four earned runs since April 11, when he allowed seven runs against Toronto.

Seattle, which came in tied for the fewest runs scored in the American League, threatened several times early but was unable to piece together a rally.

The Mariners stranded seven runners on base and went hitless in five at-bats with runners in scoring position. They had won their last six series before dropping the first two games to Chicago.

Miguel Olivo got the Mariners on the scoreboard with a sacrifice fly in the fourth, but that also sparked a string of 10 consecutive batters retired by Humber.

"Him and A.J. (Pierzynski) worked well back there together," said Seattle's Adam Kennedy, who was 0 for 3 with a walk. "Different speeds on his fastball, four decent pitches...he threw the ball well."

Carlos Peguero had two hits in the No. 9 hole, playing instead of rookie Greg Halman, who had six hits in his first seven at-bats to start his big league career.

Chris Sale recorded the last four outs for Chicago, which has won six of its last eight.

Morel has hit safely in eight of his last nine games and is 23 for 64 since May 7.

Notes: Konerko's homer was the 379th of his career, moving into a tie for 61st all-time with Orlando Cepeda and Tony Perez. ... White Sox CF Alex Rios was left out of the starting lineup for the third straight game. Rios is hitting .199 on the season and Guillen said he will be in the lineup Wednesday. He pinch-ran in the seventh inning and stayed in the game to play center field. ... DH Adam Dunn was given the day off Tuesday to clear his head, like Rios. Dunn, who is hitting just .176, will sit at least one more day, Guillen said. ... RHP Jake Peavy (right groin) said he is likely headed to the 15-day disabled list because treatment isn't working. The White Sox had yet to make the move official. ... Seattle OF Ichiro Suzuki was hitless in four at-bats and has just three hits in his last 27 plate appearances.

French party rebukes pope over abortion

PARIS France's governing Socialist Party delivered a stingingadmonition to Pope John Paul II on Friday, officially "regretting"the visiting pontiff's decision to pray at the grave of a prominentanti-abortion crusader.

"The meaning of such a gesture can only cause discontent andrisks encouraging in our country the determination of those who wagea struggle bearing the mark of intolerance," the party of PrimeMinister Lionel Jospin said in a statement.

The rebuke was issued a few hours before the pope, here for thefour-day World Youth Days festival that has drawn more than 500,000Roman Catholic pilgrims, was expected to travel by helicopter to thetomb of French geneticist Jerome Lejeune in Chalo-Saint-Mars, 40miles southeast of Paris.Vatican authorities described the visit to the grave of Lejeune,a friend and intellectual soulmate of the pope, as private. Thecemetery was surrounded by some 400 French anti-terrorist forces whokept out onlookers and reporters.Lejeune was the founder of Let Them Live, an anti-abortiongroup, and had just been appointed by John Paul II to a high Vaticanpost when he died in April, 1994.Lejeune was renowned in scientific circles around the world forhis discovery of the extra chromosome that causes Down syndrome. Inpart because of his research, many women choose to end theirpregnancies when tests show evidence of the congenital condition inthe fetus. The Socialist Party statement said that the French right toabortion, in place since 1975, should be respected, and it condemnedprotests at a Paris hospital by anti-abortion groups during the WorldYouth Days events this week. The Socialist Party joined other abortion rights advocates whohad singled out this item on the pope's agenda for criticism. "Thepope is reopening the debate over abortion that once tore thiscountry apart and that no one wants to revive," declared YvetteRoudy, a Socialist former minister of women's rights, before thepontiff arrived Thursday. "The pope is welcome in France as long ashe doesn't meddle in the internal affairs of the republic," she said.French trade unionists, protesting John Paul's strict oppositionto artificial contraception, handed out 10,000 free condoms topassers-by and young Roman Catholic pilgrims gathered in Paris forthe pope's visit.Church and state have been officially separate in France formore than 90 years, and the principle of laicism, or religioustolerance, is stoutly defended here even though most French citizensstill describe themselves as Catholics.Prime Minister Jospin, a Protestant, is expected to meet thepope before he leaves Sunday.

WVU first baseman hopes third time is charm in MLB draft

MORGANTOWN - Joe Agreste is, like many others, expecting to bedrafted into Major League Baseball this week. He's also among thelarge group of players who have been drafted before as well as theslightly more exclusive club that has been drafted twice.

"There are about 1,500 players drafted every year and there's alot of talent out there," Agreste said Wednesday from his home inChesapeake, Va. "If you're one of those who do get drafted, you haveto look at it as a privilege."

That said, the fact that West Virginia's junior first basemanwasn't drafted a third time is what stands out.

"Actually," Agreste said, "to a point, that was prettysurprising."

The First-Year Player Draft begins at 2 p.m. today and concludestomorrow. Agreste, senior shortstop Tyler Kuhn and junior right-handed pitcher Josh Whitlock could also be drafted.

"Those kids are going to have very promising careers," Agrestesaid.

His opinion comes from his familiarity with the draft. Agrestewas picked out of Greenbriar Christian High - where he was a three-time All-American - in the 38th round by the Seattle Mariners in2005. Agreste opted for Potomac State and was named first-team all-region and all-eastern district in 2006. The Mariners chose Agresteagain, this time in the 32nd round, and he declined again.

"Getting drafted out of high school was awesome," he said. "Itwas everything you ever dreamed of. Growing up, you want to play probaseball and there's your chance right in front of you. Saying nowas probably the smartest decision I ever made and I did it twice. Ijust wasn't mature enough. I would have probably gone to the leagueand been absolutely - well, I don't know what would have happened."

Agreste returned to Potomac State, played his second season andsigned to play at WVU. Agreste believes that decision was part ofwhat conspired to keep him out of the draft last year.

Even that turned out to be a positive.

"I just used it as motivation," he said. "I'm not going to lie. That really bothered me. But at the same time, I'm kind of used topeople talking down to me and not believing in me. It was the sameway back in high school."

Agreste was the state's player of the year as a senior and hadthe approval of Major League scouts, but people in his home stateweren't convinced.

"I'll throw Radford out there," he said. "Radford (Va.)University told me I wasn't good enough to play Division I baseballcoming out of high school. That motivated me to go to Potomac Stateand prove myself. Maybe I wasn't mature enough or good enough toplay DI and to play professionally back then, but I believed I'd begood enough eventually."

AC Milan back in form for derby with Inter

AC Milan has hit its stride just in time for Sunday's clash with Inter in the Milan derby.

Including a victory over FC Zurich in the UEFA Cup, Milan has won three straight after opening Serie A with two losses.

"You lose two games and everything is wrong. Then if you win two everything is good," Milan vice president Adriano Galliani said. "That's football."

Three-time defending champion Inter leads the league with 10 points. Lazio and Atalanta have nine points each and Napoli and Juventus have eight apiece, while Milan has six.

"It seems premature to me to start talking about Inter breaking away," Galliani said. "At one point last year they were 11 points in front, then Roma was winning the title 30 minutes from the end of the season. Tittles are won when they are won."

Alexandre Pato scored the winner as Milan beat Reggina 2-1 Wednesday. Inter posted a hard-fought 1-0 win over newly promoted Lecce with a late goal from substitute Julio Ricardo Cruz.

With multiple options to choose from, both Inter coach Jose Mourinho and Milan's Carlo Ancelotti seem settled on their preferred attacks.

Mourinho likes to surround Zlatan Ibrahimovic with Brazilians Adriano and Amantino Mancini, while Ancelotti chooses Kaka to direct Pato and Marco Borriello.

Borriello scored the first goal for Milan on Wednesday but then exited with an apparent muscle injury, which will almost certainly prevent him from playing against Inter.

That could open up a starting spot for Andriy Shevchenko, who scored 14 goals against Inter _ more than against any other club _ before departing for Chelsea after the 2005-06 season. Shevchenko was transferred back to Milan last month, but hasn't scored yet this campaign.

Another former Golden Ball winner, Ronaldinho, has also seen little playing time, which Ancelotti devoted to the Brazil playmaker's form.

"When Ronaldinho gets back in condition, he's going to be decisive for Milan," Ancelotti said. "I hope he recuperates soon."

Inter's outspoken manager Jose Mourinho has been uncharacteristically quiet lately, assigning his assistant coach Giuseppe Baresi to speak with the media, a move that has peaked curiosity.

"I worry about my own job, but if Ancelotti asks me, we could also send (assistant Mauro) Tassotti to talk," Galliani said. "Of course, if I was the CEO of a TV station, I would want to have Mourinho in front of the cameras, but those are problems between Sky and Inter and I don't want to get involved."

Juventus shared the lead with Inter before drawing with Catania on Wednesday and the Bianconeri now visit struggling Sampdoria, which is still seeking its first win.

"After three or four rounds, it's useless to talk about who's leading the standings," Juve president Giovanni Cobolli Gigli said. "Let's see how this month ends. We knew September was going to be tough."

Cobolli Gigli will root for Milan to beat Inter.

"It's a question of points," he said.

Midfielder Mauro Camoranesi returns from injury but Juventus goalkeeper Gianluigi Buffon is still out for another game or two with a thigh problem. Striker David Trezeguet won't return before January after undergoing surgery on both knees.

Injury-plagued AS Roma hosts surprising Atalanta, which is without midfielder Daniele De Rossi after he was expelled in a 3-1 loss to Genoa on Wednesday.

Roma captain Francesco Totti is again questionable and Juan, Marco Cassetti, Max Tonetto, David Pizarro and Julio Baptista are each out injured.

Roma is still fuming after a goal by Christian Panucci against Genoa was disallowed after a controversial offside call.

"That was a very serious and unbelievable error," coach Luciano Spalletti said. "If they had allowed us that goal, we wouldn't have allowed another and we probably would have won."

Roma has already lost two of its first four games, after losing only four all of last season.

"It's tough to go on like this," Spalletti said.

Another team that excelled last season, Fiorentina, is also struggling. The Viola are tied with Roma with four points and were shut out 3-0 by Lazio on Wednesday.

"We were never in the game," coach Cesare Prandelli said. "It was the worst performance since I've been here. If we're humble enough, we can bounce back, but for now we're still not playing as a team."

Fiorentina hosts Genoa on Saturday

Sunday's other games are: Bologna vs. Napoli; Catania vs. Chievo Verona; Lecce vs. Cagliari; Palermo vs. Reggina; Torino vs. Lazio; and Udinese vs. Siena.

Ex-Mexico president calls for legalizing drugs

Former President Vicente Fox is joining with those urging his successor to legalize drugs in Mexico, saying that could break the economic power of the country's brutal drug cartels.

Fox's comments, posted Sunday on his blog, came less than a week after President Felipe Calderon agreed to open the door to discussions about the legalization of drugs, even though he stressed that he remained opposed to the idea.

Fox said places that have implemented the legalization strategy have not seen significant increases in drug use.

"We should consider legalizing the production, distribution and sale of drugs," wrote Fox, who was president from 2000 to 2006 and is a member of Calderon's conservative National Action Party. "Radical prohibition strategies have never worked."

"Legalizing in this sense does not mean drugs are good and don't harm those who consume them," he wrote. "Rather we should look at it as a strategy to strike at and break the economic structure that allows gangs to generate huge profits in their trade, which feeds corruption and increases their areas of power."

He said the government could tax the sale of legalized drugs to finance programs for reducing addiction and rehabilitating users.

Fox also called for the quick withdrawal of the military from public security work, a measure Calderon ordered when he succeeded Fox in December 2006 and stepped up a crackdown on the cartels.

Fox, who left office with low popularity, has been criticized by some Mexicans for implementing an anti-cartel strategy aimed at arresting the gangs' leaders.

The approach led to power vacuums that fed fighting among rival cartels, bringing violence that has killed more than 28,000 people since Calderon took office. The government says the largest number of victims have been tied to gangs.

Fox wrote that drug violence has damaged "the perception and image of the country, and economic activity, particularly in tourism and foreign investment."

Mexico already has some of the world's most liberal laws for drug users, after eliminating jail time for possessing small amounts of marijuana, cocaine and even heroin, LSD and methamphetamine in 2009.

In Latin America, several countries have decriminalized possession of small amounts of some drugs for personal use, but legalization has made little headway in the region.

The issue came up at public forum on crime attended by Calderon in Mexico City on Tuesday, where analyst and writer Hector Aguilar Camin said Mexico should take steps toward legalizing "all drugs in general."

"It's a fundamental debate in which I think, first of all, you must allow a democratic plurality (of opinions)," Calderon said. "You have to analyze carefully the pros and cons and the key arguments on both sides."

Hours later, Calderon's office issued a statement saying that while the president was open to debate on the issue, he remained "against the legalization of drugs."

In his blog, Fox harshly criticized rampant drug violence, writing that "the first responsibility of a government is to provide security for the people and their possessions ... today, we find that, unfortunately, the Mexican government is not complying with that responsibility."

The city most affected by drug violence has been Ciudad Juarez, which lies across the border from El Paso, Texas.

Four senior federal police commanders in Ciudad Juarez were removed from their posts after subordinates accused them of having links to drug traffickers.

The action by the Public Safety Department came just hours after 200 federal police officers detained one of their superiors at gunpoint Saturday, alleging he had connections to drug cartels and participated in kidnappings, killings and extortion.

The department said in a statement late Saturday that the commander held by officers earlier in the day was being transferred to Mexico City along with three other officials. All will be investigated for "possible irregular conduct," it said.

Turkish parliament votes to demine Syrian border

Turkey's Parliament has approved a bill to clear land mines from the country's border with Syria.

Parliament voted 255-91 Thursday to pass the bill, which is contoversial because it could allow foreign companies to do the job in return for the right to farm the fertile land for up to 44 years. Opposition parties objected that the measure went against Turkey's national interests.

The government agreed to give the priority for clearing the mines to the Defense Ministry or order the Finance Ministry to tender. If both options fail, a local or foreign company could be given the job in return for utilizing the land.

Turkey, a NATO member and U.S. ally, planted more than half a million mines along the 500-kilometer (310-mile) Syrian border in the 1950s to secure the frontier.

HOUSE OKS 'MAGIC' DEFICIT-CUTTING BILL TAX VOTE EXPECTED TODAY.(Main)

Byline: Combined wire services

The House of Representatives overwhelmingly approved legislation Wednesday that claims to cut the fiscal 1987 deficit by $15 billion, apparently enough to avoid indiscriminate reductions under the Gramm-Rudman law, despite criticism that the reductions amounted to "a magic act."

A large portion of the bill's deficit reduction measures, like those in a companion measure passed last week by the Senate, are based on accounting gimmicks and 1-time windfalls, such as sale of government assets.

Meanwhile, House Republicans opposed to a tax overhaul bill mounted a last- gasp campaign Wednesday to block the legislation, but backers of the measure predicted it would clear the House today by a comfortable margin.

"I think it will get the votes ultimately," said House Speaker Thomas P. O'Neill Jr., D-Mass.

Rep. Judd Gregg, R-N.H., said the budget-cutting bill "has so much smoke and fog in it that I should think we would issue everybody in this House a fog lamp." Rep. Robert …

Energy experts say world must develop carbon capture to fight climate change

Since heavily polluting coal and ever-pricier oil will provide most of the world's power for decades to come, nations must make more efficient use of fossil fuels and learn to contain the tons of carbon dioxide industries spew each day, experts said Thursday.

The world cannot wait while alternative resources slowly gain acceptance and countries must move now to store underground the carbon emissions of power plants if the fight against climate change is to succeed, according to industry executives and researchers at an energy conference in Rome.

"The developed world has to develop technology, has to apply technology that already exists that could lead …

major's plan earns bronze star for him.(Capital Region)

Army Reserve Maj. Richard Bailey of Attleboro, Mass., formerly of Slingerlands, was a bit startled recently as he observed reaction to an explosion near his base camp at Tikrit in Iraq.

The improvised explosive device gave off a strong garlic odor, leaving U.S. soldiers frightened of a possible chemical attack with mustard gas, said Bailey, plans and operations officer for the 399th Combat Support Hospital out of Taunton, Mass.

The solders' and units' reactions were uncoordinated and chaotic at Steicher Contingency Operating Base, he said.

"Explosive, ordnance, disposal technicians determined the insurgents had added harmless household chemicals to the IED and not mustard gas," Bailey said, adding there were reports mustard gas was added to a couple of IEDs elsewhere in Iraq.

He said he could clearly see the base camp needed a coordinated standard operating procedure for …
